Westborough and Dry Doddington Parish Council meetings

The council meets 6 times a year, usually at 7.30pm on the third Thursday of the month. Meetings alternate between Westborough and Dry Doddington Village Halls. In addition each village has an Annual Parish meeting, usually in April or May of each year. Please check the website or notice boards for any additional or rescheduled meetings.

You are hereby invited to attend a meeting of the Annual Parish Council Meeting which will be held on Thursday, 21 May 26 commencing at 7.30pm at Westborough Village Hall.

To consider applications for co-option received.

If new members are co-opted, to adjourn the meeting to allow the newly elected members to sign their declaration of acceptance of office and take their seat on the council.

To adjourn the meeting for the Public Forum: to receive questions and comments from residents of the village on any matter relating to items on this agenda. (15 minutes maximum)

To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and consider any dispensation requests received by the Clerk

To review the following in accordance with Standing Orders specific to the Annual Meeting or resolve to defer to a future meeting:

  1. Review of delegation arrangements to committees, sub-committees, staff and other local authorities;
  2. Review of the terms of reference for committees;
  3. Appointment of members to existing committees;
  4. Appointment of any new committees in accordance with standing order 4;
  5. Review and adoption of appropriate standing orders and financial regulations;
  6. Review of arrangements (including legal agreements) with other local authorities, not-for-profit bodies and businesses.
  7. Review of representation on or work with external bodies and arrangements for reporting back;
  8.   Review of inventory of land and other assets including buildings and office equipment;
  9. Confirmation of arrangements for insurance cover in respect of all insurable risks;
  10. Review of the Council’s and/or staff subscriptions to other bodies;
  11. Review of the Council’s complaints procedure;
  12. Review of the Council’s policies, procedures and practices in respect of its obligations under freedom of information and data protection legislation (see also standing orders 11, 20 and 21);
  13. Review of the Council’s policy for dealing with the press/media;
  14. Review of the Council’s employment policies and procedures;
  15. Review of the Council’s expenditure incurred under s.137 of the Local Government Act 1972 or the general power of competence.
  16. Determining the time and place of ordinary meetings of the Council up to and including the next annual meeting of the Council.

Financial Matters:

  1. To receive  and note the council’s receipts and payments over budget report to 31 March 2026
  2. To receive and note the council’s bank reconciliation to 31 March 2025.
  3. To authorise the following known upcoming payments:

 

  1. To review earmarked reserves
  2. To review the regular payments listing (Financial Regulations)
  3. To nominate a fourth member to be a signatory of the council’s NatWest Accounts.
  4. To review and approve the CCLA account application.

Audit 2025-26

  1. To receive the Internal Auditor’s report and consider any recommendations therein for action.
  2. To consider whether the council meets the relevant criteria to declare itself exempt from sending the completed Annual Governance and Accountability Return to the external auditor for a limited assurance review.
  3.  To consider the questions in the Annual Governance Statement and agree the appropriate answers.
  4. To consider and agree the Accounting Statements.
  5. Electors’ Rights – to note the dates of the Exercise of Public Rights as 03 June  to 14 July  2026.
  6. To receive and note the Statement of Variances and the Year End Bank Reconciliation.

To consider the clerk’s attendance at the LALC summer conference.

To consider an application from the Copley Solar Fund for solar panels at the Dry Doddington Village Hall.
