Minutes of Parish Council Meeting on Thursday 7 March 2019 at Westborough Village Hall at 7.30 pm

Present Cllrs S Briggs (Chairman), A Durham, D Loynes J Ford, V Kerr, and A Maniurka, the clerk W McCallin, District Cllr P Wood and 11 members of the public.

Public Forum Items raised included: litter pick attendance.

10/19 Apologies were received from Cllrs T Arnold, County Cllr A Maughan

11/19 Disclosable Pecuniary Interests – None

12/19 Minutes of the meeting on 10 January were confirmed by council and signed by the Chairman.

13/19 Community Benefit Fund (CBF)
a) Council received an update on projects: quotes have been accepted for replacement kitchen units for Westborough Village Hall; quotes accepted and work should be completed this year on Dry Doddington Village Green restoration ; Westborough church water supply is delayed by church bureaucracy; Dry Doddington church floor is delayed due to rot; work is in progress with the Dry Doddington Village information board. The CBF meeting in February agreed that village groups with funds will now make some contribution to their projects. Other criteria for projects remained unchanged: i) only capital expenditure will be supported ii) successful projects will be those that affect as large a number of residents as possible, mindful too of the number of young residents in the villages iii) projects to have demonstrated that every effort has been made to seek funding from as many sources as possible.

b) Council resolved to install a Defibrillator in Westborough outside the Village Hall to be purchased from the Community Heartbeat Trust. Electric supply to be included with the kitchen works.

14/19 Highways and Footpaths
a) Council unanimously supported Cllr Maughan’s request for additional gritting routes from Claypole to Dry Doddington to Westborough following two serious incidents in January involving school buses.

b) Five volunteers are awaiting training for the Community Speed Watch organised through Long Bennington Parish Council.

c) Council resolved to improve three entrances to Dry Doddington by clearing and cutting back thorn, tree pruning for safety, sympathetic low maintenance planting. Budget of £900 + VAT agreed from SKDC Cleaner Grant.

d) Council resolved to mow a strip on the wide verge from Westborough to Dry Doddington for pedestrian use, budget of £90 + VAT agreed from the SKDC Cleaner Grant.

e) The dog fouling problem on Dry Doddington Main street will be publicised in the newsletter.

f) Council resolved to accept the grass cutting agreement with LCC as discussed and agreed at November meeting.

13/19 Finance
a) Council resolved to approve quote for Westborough Village Hall kitchen refurbishment of £4,782.33 + VAT : quote for Dry Doddington Village Green restoration of £14,900 + VAT ; payment to each Village hall £100; LIVES £150; Clerk half yearly payment of £536.83.

b) Council resolved to transfer £2,000 from Skipton Building Society to NatWest current account. Council resolved to transfer a further £17,500 when work starts on Dry Doddington village green.

14/19 First Aid Training from British Red Cross
Free First Aid training will be held in Westborough Village Hall on Tue 2 April, 10am-12 noon.

15/19 Annual Village Meetings
Dry Doddington to hold their meeting on 9 May at Dry Doddington Village Hall, 7 pm Westborough to hold their meeting on 18 April at Westborough Village Hall.

16/19 Future meeting dates were agreed:

17/19 District Cllrs report was given by Cllr Paul Wood on SKDC council tax and projects.
County Cllrs report from Cllr Alex Maughan was circulated, including the NHS consultation.

18/19 Clerks’ report. Parish council elections arrangements and nominations were outlined.

19/19 Urgent business without resolution - none
Public Forum – the poor condition of the roads, lack of machine digging by UWIDB, road gritting and parish walkabout with LCC Highways were raised.
