Minutes of Meeting on Thursday 10 October 2019 at Dry Doddington Village Hall at 7.30 pm

Present Cllrs A Durham (Chairman), T Arnold, J Forman, B Lett, A Maniurka, H Martell, the clerk W McCallin, District Cllr P Wood and 14 members of the public.

45/19 Jane Frogatt, CEO of Witham and Humber Drainage Boards outlined the current position regarding Westborough Flood Alleviation Scheme. The scheme is to protect the village and especially 6 properties considered as being at risk following the 2007 floods. Phase 1 on the eastern side of the village was completed in 2018. Phase 2 on the western side cannot proceed without the consent of one landowner. Unless consent is received by 23 October, the scheme will be dropped. A map showing the dykes maintained by the Drainage Board was circulated. Cllrs and residents thanked Jane for the work done by the Board in Westborough and for answering all questions. The Drainage Board will let the clerk know the position after 23 October.

47/19 Minutes of the meeting on 11 July were confirmed by council and signed by the Chairman.

48/19 Finance
a) Council received a financial update and approved payment to ESTU kitchen for £5026.68, volunteer mowing expenses of £75 each to two residents, strimmer head of £33.13, clerk half year payment including expenses for £590.52 Payments already made ESTU kitchen deposit of £2932.23, expenses for Dry Doddington green planting of £55.00, Oakfield construction of £17,880. Invoice sent to LCC for mowing for £577.13. VAT claims made.

b) Council resolved to apply for online banking for the clerk for the Nat West account and to delete one signatory from the account as the individual is no longer a councillor, the other three signatories to remain.

49/19 Highways
a) Following the tour of the parish with LCC Area Surveyor on 26 August, the position of the Dry Doddington entrance signs will be reviewed with a view to moving the one by the village hall. LCC will assess the oak and willow trees by Dry Doddington village hall for pruning. Subsidence and potholes will be repaired as funds allow and the surveyor commented that other areas in the county are much worse! Cllrs welcomed the completion of recent work between A1 and River Witham and between Westborough and Dry Doddington.

b) Over three months, the speed sign at the Hougham road, Dry Doddington recorded over 20,000 vehicles of which 38% were speeding. One car was recorded doing 65mph at 8.55 am on a Monday morning.

41/19 District and County Cllrs reports. Cllr Paul Wood gave the SKDC political position and invited residents and cllrs to let him know what SKDC priorities should be. The report from Cllr Alex Maughan was circulated.

42/19 Public Forum Items raised including the planting around Dry Doddington entrance signs, the successful grant application by Dry Doddington village hall for floor and door renovation and replacement.

43/19 Matters for Urgent discussion
a) a report on the A1 safety audit meeting was given
b) Cllrs are invited to the LALC presentation on 15 October where Vic Kerr has been nominated for a long service award
