Minutes of Meeting on Thursday 7 January 2021

held remotely using video technology at 7.30 pm

Present           Cllrs A Durham (Chairman), T Arnold, J Forman, B Lett, S Faber, H Martell, A Maniurka, the clerk W McCallin, District Cllr P Wood, County Cllr A Maughan and 3 members of the public.

Public Forum     Due to Coronavirus pandemic, the public forum was suspended for this meeting. Written questions and comments received from the public were circulated in advance.

01/21   Cllr T Arnold declared a Disclosable Pecuniary Interest in the proposed Bypass Solar Farm.

02/21   Minutes of the meeting on 8 October were confirmed by council and signed by the Chairman.

03/21   Proposed Bypass Solar Farm

            Council received an update re the planning application and possible community benefit.

04/21   Community Benefit Fund (CBF)

a) Council received comments and suggestions from five residents for projects.

b) Council agreed to invite residents to form a working group to consider projects for approval by the Parish Council. The Chairman will be elected from the group.

c) Council requested more information regarding the breakdown of costs and electricity savings for the proposed plastering and insulation in Dry Doddington village hall. 

05/21   Mowing in the Parish
a) Council agreed to accept the LCC mowing agreement to cut the prescribed areas 3 times a year.
b) Council will obtain quotes for mowing Dry Doddington green and three areas around the Village hall.

06/21   Highways
a) Council agreed that if volunteers wanted to go for a walk with a rubbish bag and collect litter, council will ask SKDC to collect the litter from Westborough bus shelter and Dry Doddington Village hall after Sunday 28 February.

b) Council will request 30 mph road markings near Dry Doddington Village hall from LCC.

c) Council agreed to ask SKDC for help with the pruning of 4-5 dead sub branches on Westborough oak tree.

07/21   Finance
a) Council resolved to approve the 2021-22 budget
b) Council resolved the precept be increased to £2500.

c) Payments approved for Clerk salary £575 and expenses of £202.88.  Payment received from Copley Solar for £13,378.

08/21   Parish Council web site
The new web site was praised and will be publicised via the newsletter.

09/21   District and County Cllrs reports
County Cllr A Maughan reported on LCC services during the latest Covid lockdown.

Due to time constraints Cllr P Wood postponed his report on the SKDC re-structuring.

10/21   Date of next meeting confirmed as – Thursday 4 March, 7.30pm. To be held remotely again.
