Minutes of Parish Council Meeting on 5 May 2022

held at Westborough Village Hall at 7.30 pm

Present           Cllrs A Durham (Chair), T Arnold, V Birnage, B Lett, J Forman, H Martell, S Woodward, District Cllr P Wood, the clerk W McCallin and one member of the public. 

Public Forum    Comments about collecting grass mowings on the village green before the Queen’s Platinum Jubilee event were noted.

27/22   Election of Chair and Vice Chair
Cllr A Durham was unanimously elected as Chair and Cllr B Lett as Vice Chair.

            Cllr V Birnage was welcomed to the council following her co-option.

28/22   Apologies were received from Cllr T Arnold and County Cllr A Maughan.  

29/22   Minutes of the meeting on 10 March 2022 were confirmed by council and signed by the Chair.

30/22   Community Benefit Fund (CBF)   Council approved the following projects:
a)   Temporary winter fencing on Dry Doddington Village Green to prevent parking on the grass was approved in principle. Suitable fencing and costs to be researched.
b)   Dry Doddington tree seat – two plaques were approved at £74 each. Westborough tree seat is in progress and security bolting will be used. Insurance quotes to be obtained for both seats.
d)  The Jubilee tree for Dry Doddington was approved as a Whitebeam,  to be planted in the Autumn between the Golden jubilee tree and hawthorn.

31/22   Highways, Bridleways, Footpaths and Trees
a) The purchase of additional litter pickers for Westborough was approved.

b)  Following the erection of the white speed reduction gates and village sign, Council resolved to erect the redundant Dry Doddington sign on Westborough hill.

32/22   Finance
a)   Council receive internal auditors report and reviewed internal audit controls with no changes

b)  Council unanimously approved 2021-22 accounts.
c) Annual Audit for 2021-22. Council resolved to approve the Annual Governance Statement.
d) Council resolved to approve and sign the Accounting Statements.
e) Council resolved to appoint Mr N Poulson as internal auditor for a 5-year term
f)  Council approved payment to Zurich insurance of £167.49, Environment SK of £175.98,  volunteer expenses of £29.63,   DM tree surgery for £480, LALC training course fee,
Payments already made for festive lights £637.02, Dry Doddington Green edging £30.16.
Council approved a Jubilee grant of £565 for Dry Doddington.
Receipt of £469.89 for VAT repayment and Precept of £2500

32/22   Council reviewed and approved Standing Orders, Financial regulations, Asset register and Risk assessment.

33/22   Dry Doddington Village Poor Charity Trust

The managing trustees reported that £75 has been collected from J Nullis and distributed to 3 residents. Council unanimously approved the re-appointment of the trustees. 

34/22   District Councillor’s report was given by Cllr Paul Wood on positive changes made by the SKDC Chief Executive, Karen Bradford, including improving council housing provision and possible change of council offices. The report from County Cllr A Maughan was circulated.

35/22   Clerk’s report / Matters arising Council will complete an intermediate external audit this year. Annual Village meetings were discussed.

36/22   Date of next meeting confirmed as – Thursday 7 July, 7.30pm at Dry Doddington Village Hall.
